After an overnight low of 35F, a persistent layer of altocumulus has prevented any kind of radiational heating through the early afternoon. As a result, the air temperature has remained mostly in the upper 30s with wind chills closer to 30F due to a steady northwest wind averaging 12-15 MPH.
