The departure in temperature for the day erased much of a negative departure which was the result of a cold spell late last week.  The result is that the month is now only one half degree colder than normal. Very gusty west winds accompanied the arrival of colder and much drier air by noon yesterday.  Peak gusts reached 54 MPH during the late morning and early  in the afternoon. Hourly averages were 30 to 31 MPH with a fastest mile to 42 MPH recorded at 12:42 p.m. The mild weekend weather melted down a 14-inch snow cover on Saturday to 8 inches as measured this morning.    Today's observations:   7 A.M.
