EDT TO OUR SOUTH   A large area of significant rainfall well to our south today is running into a block of high pressure and dry air while edging northward.  It's not making much progress. As of 6 hours ending 2 P.M. no rain has fallen here at Blue Hill:   Taunton  0.02 Plymouth trace Chatham    0.06 Providence 0.02 Westerly   0.14   Most of Cape Cod has only a trace to a few hundredths while the Islands to the south report up to 0.2 inch rainfall. Only very small amounts of rain have fallen in Rhode Island and Connecticut.   HERE AT BLUE HILL... Only 0.26 inches of precipitation has been recorded for the month of September with less than one week left in the month. The driest September on record of 0.45 inches, back in 1914, may be in jeopardy depending on what rain may fall today and during tonight.     Today's Observations:   7 A.M.
